Welcome to VCAT!

VCAT is a voluntary self-assessment tool that is intended to be used by those facilities that screen-out or are exempt from the Chemical Facility Anti-Terrorism Standards (CFATS) regulation.

The tool will assist chemical facilities in evaluating the risk associated with certain threats, and will facilitate cost-benefit analysis of selected countermeasures and mitigation strategies to reduce overall risk


Information entered into this tool is protected as Protected Critical Infrastructure Information (PCII), which means that the information is exempt from disclosure under the Freedom of Information Act (FOIA) and state and local sunshine laws. In addition, PCII can not be used for regulatory purposes or in civil litigation.
