The JMSEL Tool supports the Execution Phase by allowing the control group to manage the injection of events. Events can be reviewed by calendar date, theme, key event, training audience or other customizable fields. Event injection can be monitored and controlled; including suspense tracking, collaborative coordination between cells within the control group via an embedded email function, and messaging system release.

Although mostly used for planning and execution, the JMSEL Tool can also support the Assessment Phase by allowing the control group to enter training audience reactions to each event and observations for AAR purposes in an Observation Collection Tool. Analysts can review completed events in JMSEL and sort them by theme, METL, training objective or training audience for AAR preparation. MSEL databases in JMSEL can be archived, which allows event data to be used to build future exercises or events.

PERSONAL EXPERIENCE

As a USPACOM J7 Exercise Planning Action Officer, I used the JMSEL Tool for scenario development and exercise execution during USPACOM annual CPX’s TERMINAL FURY 05-07. The JMSEL Tool performs as advertised. The MSEL for each of the exercises I planned numbered approximately 1200 events. MSEL Development, MSEL Synchronization and CPX Execution were greatly facilitated by use of the JMSEL Tool. For TERMINAL FURY 06, the Road to Crisis was so extensive (approximately 500 events) that we decided to enter all of the events and supporting materials into JMSEL rather than build a cumbersome Excel Spreadsheet or Access Database (we were able to extract the database into Access for those who preferred that format).

The user-friendly, flexible and intuitive nature of the JMSEL Tool allows for the quick train-up of exercise planners for scenario development and control group members for execution. The embedded Calendar, Concept and Status Board tools are extremely valuable for visualizing the overall flow of events as well as the tempo of events by functional area or

theme. The embedded email tool makes synchronization between event develop-ers smooth as well.

If you are an Action Officer or planner of a large and complicated exercise and do not use the JMSEL Tool, I recommend you research its use.

CONCLUSION

The JMSEL Tool is a mature and userfriendly exercise support tool that can serve as a single reference source to help manage an exercise. The JMSEL Tool is currently in use by the Joint Staff, Joint Forces Command, SOCOM, all Geographic Combatant Commands, USSTRATCOM, USTRANSCOM, the Missile Defense Agency (MDA) and the U.S. Army Battle Command Training Program (BCTP). It has been used in many Service, Joint and Interagency exercises including RSOI/KEY RESOLVE, ULCHI FOCUS LENS/FREEDOM GUARDIAN, POSITIVE FORCE and COBRA GOLD, as well as numerous Peacekeeping Operations Exercises throughout the world.

United States Forces Korea (USFK) uses a bi-lateral version of the JMSEL Tool (JMSEL-K) that incorporates Hangul. The Australian Defense Force (ADF) has expressed interest in purchasing the JMSEL Tool based on their experiences in the CPX portion of joint exercise TALISMAN SABER.
